He is co-author or co-editor, with John Arquilla, of numerous books and articles on information warfare and "netwar," including The Zapatista Social Netwar in Mexico; In Athena's Camp: Preparing for Conflict in the Information Age; The Emergence of Noopolitik: Toward an American Information Strategy; and the forthcoming Networks and Netwars (2001, RAND).
