Sir Robert Montgomery
A Discourse Concerning the Design'd Establishment of a New Colony to the South of Carolina, in the most delightful country of the Universe
London, 1717
The Lords Proprietors of Carolina tried to attract colonists by instituting religious freedom and tax exemptions. In 1717, the Englishman Robert Montgomery was granted the land between the Savannah and Altamaha rivers in what is now northern Georgia, and in this pamphlet he presents his plan for an ideal colony. Four large forests are surrounded by 116 plantations. The residence of the Margrave is at the heart of the town. Fortified walls, buffered by a band of countryside, surround and protect the entire settlement. Montgomery himself never reached America, and his plan was never realized.
